Thousands go in and out of the Colony daily, and
no serious control of their movements is, or
without great expense could be, maintained by the
Hong Kong Government.
The Chinese authorities across the
frontier have made ineffective efforts to abolish
the mui tsai system, but so long as they are
the
complete exclusions of ineffective it cannot be expected that in practice
from the
bolony presents
mari tsai
no mui teai shall dxist in any Chigest household
great difficulties.

But it is the policy of the Hong Kong
Government to aim at the
eradication of the system
as far as the Colony is concerned, and the
prosecution of any employers for offences against
this policy as set out in the laws of the Colony.
The Government also has in mind the promotion of
a local society on the lines of the Society for the
Prevention of Cruelty to Children in the hope that
obstacles which in certain directions may confront
official action may be overcome with less difficulty
by the activities of such a society.
